Ming Tsai might discriminate when it comes to fish, but not when scouting out new hires, judging by a heartwarming speech he gave to Culinary Arts graduates at Billerica's House of Correction. The inmates will hopefully land gainful employment after completing the program, and a gig at his Blue Ginger isn't out of the question.
